FULL COUNCIL MINUTES - 21st January 2019

Those present

Councillors:  Cllr F Churchill, Cllr D Cornock, Cllr Mrs G Harrison, Cllr H Hendry, Cllr Mrs J Lloyd, Cllr M Rashid, Cllr J Wilson.

1.  Apologies.

Apologies were received and accepted from Cllr A Duffen.

 

2.  Minutes of the Previous Full Council Meeting.

It was RESOLVED: That the Minutes of the Full Council Meeting held on Monday 17th December 2018 be approved as a true and correct record.

 

3.  Matters Arising.

a.)  Minute number 7.b.) 2019 Elections.

Members were informed that due to the Parish Council Elections in May, they will have to reset the date for the Annual Parish Meeting and the Annual General Meeting.  It was agreed to hold these meetings on the same day as the Finance and General Purposes Committee meeting scheduled to be held on Monday 13th May 2019.  

 

4.  Public Participation.

There were no members of the public present.

 

5.  Correspondence.

a.)  Jasmine Hanlon (Mad Science West Midlands) - Re: Request to hire hall.

It was RESOLVED: That a charge of £25 per hour for the hire of the hall.

 

b.)  WALC - Re: Assistance for Parish and Town Councils.

It was RESOLVED: That this item be received and noted.

 

c.)  Solihull-Sustain - Re: Colebridge Alert 11/01/2019.

It was RESOLVED: That this item be received and noted.

 

d.)  Claire Pritchard (Xreflow) - Re: Parish Council Website Package.

It was RESOLVED: That this item be received and noted.

 

e.)  Bushra Zarif (West Midlands Police) - Re: Invitation to attend Parish Council meeting.

It was RESOLVED: That the Clerk forward more dates for meetings including Finance and General Purposes meetings.

 

f.)  Andrea Beckford (Solihull MBC) - Re: Consultation on the proposal to seek permission from the Secretary of State for Education to close Auckland Education Centre.

Cllr Hendry informed members that the Auckland Education Centre is used to educate pupils that have permanently excluded from mainstream school.  He stated that, by law, these children need to have so many hours schooling and this application does not state what will happen if these pupils can not go back to mainstream as there are no other specialist provisions within Solihull.

It was RESOLVED: That Cllr Hendry to complete.

 

g.)  Rowena Davis (Solihull MBC) - Re: Invitation to briefing - supplementary consultation on Draft Local Plan Review.

It was RESOLVED: That this item be received and noted.

 

h.)  Natalie O’Dwyer (Balfour Beatty) - Re: Combined TM logs 21st to 27th January 2019.

It was RESOLVED: That this item be received and noted.

 

i.)  Christine Grabsky (Solihull MBC) - Re: Cancellation of Parish & Town Councils Conference 24th January 2019.

It was RESOLVED: That this item be received and noted.

 

j.)  Solihull-Sustain - Re: Colebridge Alert - Job vacancies at Carers Trust.

It was RESOLVED: That this item be received and noted.

 

k.)  West Midlands Police - Re: Neighbourhood Alerts: Good news story; RING and other CCTV security; Fake TV Licensing emails.

It was RESOLVED: That these items be received and noted.

 

6.  Reports From Outside Bodies.

a.)  Big Local Meeting.

Cllr G Craig and Cllr Mrs G Harrison stated that they will be attending the Big Local Meeting scheduled for Thursday 24th January 2019.

 

7.  Minutes of the Finance and General Purposes Committee

It was RECOMMENDED: That the Minutes of the Finance and General Purposes Committee meeting held on Monday 7th January 2019 be received and the recommendations contained therein be adopted.

 

a.)  Minute number 7.ciii.) Precept.

Members were informed that a date had been set for an extraordinary  meeting on Tuesday 29th January 2019 to discuss the gym and fun day.

 

8.  Members Requests at the Chairman’s Discretion.

There were no requests submitted.

 

9.  Dates of the Next Meeting

It was RESOLVED: That the dates for the next meetings are as follows:

Finance and General Purposes Committee Meeting: Monday 4th February 2019 at 4.30pm.

Full Council Meeting: Monday 18th February 2019 at 4.30pm.

 

10.  Exclusion of Public and Press.

It was RESOLVED: That in accordance with Schedule 12a of the Local Government Act 1972, the public and press be excluded from the following Agenda item: Private Section of Minutes.
