ANNUAL GENERAL MEETING - 13th May 2019

Those present:

Councillors:  Cllr D Cornock, Cllr A Duffen,  Cllr Mrs G Harrison, Cllr H Hendry, Cllr Mrs J Lloyd, Cllr J Wilson.

1.  Apologies

Apologies were received and accepted from Cllr F Churchill and Cllr G Craig


2.  Election of Chairman

It was RESOLVED: That Cllr M Rashid be elected to service the Parish of Smith's Wood as Chairman of the Council for the year 2019/2020.


3.  Election of Vice-Chairman

It was RESOLVED: That Cllr Mrs J Lloyd be elected to service the Parish of Smith's Wood as Vice-Chairman of the Council for the year 2019/2020.


4.  Alterations to Standing Orders/Financial Regulations/Risk Assessment.

There was no alteration to the Standing Orders. There were no changes to the Financial Regulations or Risk Assessment.  Cllr Cornock suggested that the Parish Council set up two new sub-committees - Community Committee and Gym Committee, which would need to be added to the Standing Orders next year.


5.  Committee Structure

It was RESOLVED: That the committee structure be as follows:

Finance and General Purposes Committee

Chairman: Cllr D Cornock

Vice-Chairman: Cllr H Hendry

Members: All members of the Full Council.

 

School Academy Liaison Committee

Members: Cllr D Cornock, Cllr G Craig and Cllr J Wilson. 

 

Community Committee

Members: Cllr G Craig, Cllr D Cornock, Cllr Mrs G Harrison, Cllr H Hendry, Cllr Mrs J Lloyd and Cllr M Rashid.

 

Gym Committee

Members: Cllr F Churchill, Cllr D Cornock, Cllr A Duffen, Cllr H Hendry, Cllr K S Paul and Cllr J Wilson.


6.  Other Representatives

It was RESOLVED: That the other representatives be as follows:

Birmingham Airport: Cllr J Wilson.

Big Lotto Steering Group: Cllr G Craig.

Press Officer: Cllr H Hendry.

Health and Safety Officer: Cllr H Hendry


7.  Precept

It was RECOMMENDED: That the precept for the financial year 2019/2020 be increased by 1.1%, the figures are as follows:

Parish Council Expenditure

Solicitor’s Fees  - £0.00

Capital Expenditure  - £0.00

Salaries and Wages  - £101,000.00

Administration  - £9,500.00

Organised Events and Projects  - £1,000.00

Shared Maintenance  - £1,500.00

Ground Maintenance  - £2,000.00

Milk to Local Primary Schools  - £7,500.00

Grants to Voluntary Organisations  - £500.00           

Contingency Fund  - £3,000.00

Other Expenses  - £1,500.00

Running Costs  - £17,000.00

Business Rates  - £13,000.00

Sinking Fund  - £0.00

Sub Total  - £157,500.00

Less Income from Fun Day  - £-0.00

Less Income from Community Gym  - £-32,000.00

Total Expenditure  - £125,500.00

Less Reserves  - £-5,799.00

Parish Precept  - £119701.00

Plus Supportive Grant 2019/2020  - £1,799.00

Total Parish Precept  - £121,500.00

 

8.  Minutes of the Full Council

It was RESOLVED: That the Minutes of the Full Council meeting held on Monday 15th April 2019 be approved as a true and correct record.

 

9.  Member’s Requests at the Chairman’s Discretion.

There were no requests received.

 

10.  Dates of Next Meetings.

Finance and General Purposes Committee: Monday 3rd June 2019 at 4.30pm.

Full Council: Monday 17th June 2019 at 4.30pm.

 

11.  Exclusion of Public and Press.

It was RESOLVED: That in accordance with Schedule 12a of the Local Government Act 1972, the public and press be excluded from the following Agenda item: Private Section of Minutes.
