FULL COUNCIL MINUTES - 22nd October 2018

Those present


Chairman:  Cllr K S Paul.


Councillors:  Cllr F Churchill, Cllr G Craig, Cllr D Cornock, Cllr Mrs G Harrison, Cllr Mrs J Lloyd, Cllr M Rashid, Cllr J Wilson.


Officer:  Mrs K Woods.


In attendance: Dave Dixon - Safe and Sound.


 1.  Apologies.

Apologies were received and accepted from Cllr H Hendry.


2.  Co-option of Councillor.

Members were informed that Mr Adrian Duffen could not attend the meeting due to work commitments.

It was RESOLVED: That this item be deferred to the next Full Council meeting.


3.  Minutes of the Previous Full Council Meeting.

It was RESOLVED: That the Minutes of the Full Council Meeting held on Monday 17th September 2018 be approved as a true and correct record.


4.  Matters Arising.

a.)  6.b) Spectrum Fire Services.

The Clerk is to contact and ask if they can let the Parish Council know what parts are failing and if they can be checked by Parish Council staff.  


b.)  9.a.) Solihull MBC Proposal to sell land for housing development.

Cllr Craig informed members that he had attended the Cabinet meeting and after putting

forward his objections, Solihull MBC agreed to delay the proposal until after further report. 

It was agreed that the Clerk contact Solihull MBC and ask that when the decision has been

made that it comes back to the Parish Council and local residents as a consultation and not a

planning application so that comments can be made.


5.  Public Participation.

a.)  Dave Dixon - Safe and Sound.

Mr Dixon firstly thanked the Parish Council for their financial assistance grant.  Mr Dixon then informed members that his rented garage is inaccessible as motorists park their cars by it.  He asked who he would need to approach about disabled parking markings.  Members stated that Solihull MBC’s Highways Department would be the best people to approach regarding the parking outside the garage and that they would send a letter on his behalf.    


6.  Correspondence.

a.)  Solihull MBC - Re: Invitation to attend Remembrance Service, War Memorial, Solihull, Sunday 11th November 2018.

It was RESOLVED: That Cllr M Rashid will attend the service in Solihull and Cllr Mrs Harrison will attend the service at Castle Bromwich Parish Church.


b.)  Ashley Prior (Solihull MBC) - Re: Winter Gritting Proposal.

It was RESOLVED: That although a good idea in theory, in practice the Parish Council are unsure of how it would work as it would be extremely difficult to get someone to volunteer.


c.)  Theo Thompson (Nourishsocial) - Re: List of prices.

It was RESOLVED: That due to the funding from Solihull MBC stopping in the next couple of years, the Parish Council believe it would be too expensive to contribute.


d.)  Sue Watson (Unity Trust) - Re: Leaflets - 2nd Chance Intensive Employability Programme; Mentoring for Working in Schools.

It was RESOLVED: That these items be received and noted.


e.)  Ian Mather (Solihull MBC) - Re: Sport England active Communities pilot in North Solihull.

It was RESOLVED: That Cllr G Craig and Cllr Mrs Harrison attend on behalf of the Parish Council.


f.)  Solihull-Sustain - Re: Colebridge alert 19/10/2018.

It was RESOLVED: That this item be received and noted.


g.)  Max Surrige (Channel 4) - Re: Request to film a contestant at Smith’s Wood Playing Field.

It was RESOLVED: That the Parish Council have no objections to the above request.


h.)  West Midlands Police - Re: Neighbourhood Alerts: Neighbourhood Watch e-newsletter; Op Intercept Solihull.

It was RESOLVED: That these items be received and noted, and the Clerk to invite the police to attend the next meeting.


7.  Reports From Outside Bodies.

There were no reports submitted.      


8.  Minutes of the Finance and General Purposes Committee

It was RESOLVED: That the Minutes of the Finance and General Purposes Committee meeting held on Monday 8th October 2018 be received and the recommendations contained therein be adopted.


a.)  7.b.) Gym Training for under 18's.

Members were informed that a proposal would be forwarded to the Parish Council tomorrow outlining the training programme.  Members agreed that the Clerk contact their insurance company to find out if the are covered under their current policy.


b.)  9.a.) Anglesey Avenue.

Cllr Mrs Harrison informed members that she had taken photographs of the rubbish and leaves in the area of Anglesey Avenue.  She added that the flytipping had been removed.


9.  Members Requests at the Chairman’s Discretion.

a.)  Solihull College - Woodlands Campus.

Cllr Wilson informed members that students of the college were, once again, using the grass verge to park their cars instead of using the car park.  Members agreed that the Clerk contact the college once again regarding this issue.


10.  Dates of the Next Meeting

It was RESOLVED: That the dates for the next meetings are as follows:

Finance and General Purposes Committee Meeting: Monday 12th November 2018 at 4.30pm.

Full Council Meeting: Monday 26th November 2018 at 4.30pm.


11. Exclusion of Public and Press.

It was RESOLVED: That in accordance with Schedule 12a of the Local Government Act 1972, the public and press be excluded from the following Agenda item: Private Section of Minutes.
