10th February 2020

Those present:

1.  Apologies.

Apologies were received from Cllr A Duffen and Cllr M Rashid.

 

2.  Minutes of Previous Finance and General Purposes Committee Meeting

It was RECOMMENDED: That the Minutes of the previous Finance and General Purposes Committee meeting held on Monday 20th January 2020 be approved as a true and correct record.

 

3.  Matters Arising.

a.)  Minute number 4.f.) Smith’s Wood Primary Academy - Sprinkler System.

Members were presented with a schedule of works from the school.  It was agreed that the Clerk contact the District Auditors to clarify if the Parish Council would need to produce quotations  in line with their Standing Orders.  The Clerk is to also contact the School and enquire if they have bought back into the Maintenance Contract Services with Solihull MBC.

 

b.)  Minute number 6.) Precept - Milk.

Members were informed that Solihull MBC provide free school milk to Nursery and Reception children under their scheme ‘Cool Milk’.  It was agreed that the Clerk provide a breakdown of what it would cost the Parish Council to supply milk for Year 1 children.

 

4.  Correspondence.

a.)  Liz Greenwood (Solihull MBC - Re: Proposal of gym signage.

It was RECOMMENDED: That the Clerk arrange a meeting between the School, Solihull MBC and Parish Council to discuss the Shared User Agreement, gym signage and sprinkler system.

 

b.)  West Midlands Pension Fund - Re: McCloud/Sargeant judgement and its possible implications for employers.

It was RECOMMENDED: That this item be received and noted.

 

c.)  West Midlands Pension Fund - Re: Past Service Deficit payment method.

It was RECOMMENDED: That the Clerk enquire if there is any difference in cost between paying in full or monthly, if no difference then the Parish Council prefer to pay by monthly installments.

 

d.)  HugoFox - Re: Claim your FREE Parish Council website today from HugoFox.

It was RECOMMENDED: That the Clerk contact Solihull MBC to see if there are any objections to the Parish Council accepting this offer if advertising is included in the package.

 

e.)  Dave Cuthbert (Solihull Area Committee) - Re: Parish Council Annual Conference - SMBC, Wednesday 26th February 2020 at the The Studio, The Core, Solihull.

It was RECOMMENDED: That this item be received and noted.

 

f.)  Dave Cuthbert - Re: Government Consultation on Strengthening Police Powers to tackle unauthorised encampments.

It was RECOMMENDED: That this item be received and noted.

 

g.)  Nick Cuming (Balfour Beatty) - Re: M6 Closure Programme commencing 10th February.

It was RECOMMENDED: That this item be received and noted.

 

h.)  Daniel Hodson and Peter Sharples (Solihull MBC) - Re: Wildlife Ways: Landscape Updates, Wildlife Ways Issue 12.

It was RECOMMENDED: That this item be received and noted.

 

i.)  BHIB - Re: Parish Council Insurance - Free no-obligation quotation.

It was RECOMMENDED: That the Clerk contact BHIB, Zurich and Came & Company in April to submit quotations for insurance cover.


5.  Planning Applications

There were no planning applications received.

 

6.  Smith’s Wood Community Gym

a.)  Gym Figures.

Members were presented with gym figures for the month of January.

 

7.  Accounts Presented, Bank Reconciliation and Budget.

c.)  Bank Reconciliation

It was RECOMMENDED: That the bank reconciliation as at 31st January 2020 be accepted.

 

8.  Members Requests at the Chairman’s Discretion.

Big Local Meeting.

Cllr Hendry informed members that he would not be able to attend the next meeting of the Big Local scheduled to be held on Thursday 13th February 2020.  It was agreed that the Clerk forward Cllr Hendry’s apologies to Aimee Mallinson and that this item be deferred to the next meeting and a full time representative be chosen.


9.  Exclusion of Public and Press.

It was RECOMMENDED: That in accordance with Schedule 12a of the Local Government Act 1972, the public and press be excluded from the following Agenda items: Staff Matters and Wages; Health and Safety; Security.
